The City of Cedar Rapids will hold its second open house this year to provide an update on initiatives underway as part of the Flood Control System. Residents who attend the open house will also get the opportunity to provide feedback on the First and First West development site.

A brief presentation will be offered at both 4:45 p.m. and 5:30 p.m.

A follow-up to the open house last June, this session will focus on several designs underway on the west side of the system, including elevating O Avenue across a flood levee in the NW Time Check neighborhood, E and F Avenue reconfiguration near 1st Street NW, and the new restroom/storage facility at the Amphitheatre that includes a built-in floodwall. Residents will get to see updated concepts on the greenways plan for Czech Village, which includes park space, plazas, park amenities, and areas for new development and housing initiatives. The open house will also reveal updated concepts for the NewBo/Czech Village gateway that will be incorporated into the 16th Avenue floodgate on both the east and west sides of the river.

Renderings that were shown at the open house last June will also be available for viewing, including floodgates at 1st Avenue, 3rd Avenue, and 16th Avenue SE, a pedestrian plaza and gathering space at 4th Avenue SE near the river, 8th Avenue Bridge and riverfront improvements, and Shaver Road NE and trail at McLoud Run.

The First & First West site, also known as the former casino site, consists of eight acres of vacant, city-owned property in the heart of downtown Cedar Rapids. It is prominently located along the west bank of the Cedar River. While providing an update on the Flood Control System, residents will have the opportunity to provide input on what enhancements could be incorporated into the development of First & First West. Open house attendees will be presented with different types of uses and public space options for the First & First West site, and will be asked to provide feedback and share new ideas. The public input collected at the open house will be used to guide development objectives in a future Request for Proposals (RFP). The RFP will invite developers to submit a master plan proposal for the First & First West site, using public input as a foundation.
